This is an effect where colours change tone under differing lighting conditions. For instance, a blue T-shirt may appear vibrant under store lighting but then appear washed out when taken home.
This is because the spectrum of artificial lights is fairly narrow and generally skewed to one end of the spectrum or the other. The store lighting may be at one end of the spectrum, making some colours appear brighter, and the Tungsten Filament home lighting at the other end of the spectrum , can dull certain colours.
As colour-blind people will be less able to distinguish certain colours under particular lighting conditions it is important to check colour combinations using the light types under which they are expected to be seen.
